Main Street Concrete Curbing, Sidewalk, and Driveways.

The City of Bartow, Florida, has issued solicitation 27-02 for the Main Street Concrete Curbing, Sidewalk, and Driveways project. This initiative focuses on improving roadway conditions, pedestrian accessibility, and compliance with current standards along Main Street, extending from Highway 60 west to the railroad crossing east of Highway 17. The scope of work includes full roadway repaving and the installation or replacement of concrete curbing, sidewalks, and driveways. All work must adhere to the 2026 FDOT Standard Specifications for Road and Bridge Construction, specifically FDOT Curb and Gutter 300 and Sidewalk 310, as well as MUTCD requirements for traffic management. The successful bidder must provide all labor, materials, equipment, and supervision, including the development of a City-approved Maintenance of Traffic plan and the restoration of all disturbed areas. The contract will be awarded to the lowest responsive and responsible bidder, with preferences afforded to Veteran Business Enterprises and Women/Minority Business Enterprises. Bidders must have been in business under the same name and tax identification number for at least three years. Required submittals include a variety of affidavits and certifications, such as non-collusion, drug-free workplace, and trench safety compliance. Financial security requirements include a bid bond for the submission and performance and payment bonds for contracts exceeding 250,000 dollars. Insurance carriers must maintain an AM Best Rating of A-VII or better. Compensation is based on unit prices applied to actual field measurements, and combined overhead and profit for change orders are capped at 10 percent.
