Main Street Improvements - Tree Removal

Sealed bids for the TULLYTOWN MAIN STREET IMPROVEMENTS – TREE REMOVAL project must be submitted electronically through the PennBid platform by 10:00 A.M. on June 24, 2026, with all solicitation details available for public inspection on the same site. The work encompasses the complete removal and grinding of tree stumps to a minimum depth of twelve inches below finished grade within a two-foot radius, removal of surface roots affecting sidewalk integrity, backfilling and full surface restoration of roadway right-of-way and adjacent residential areas, and off-site disposal of all debris with prohibition of grindings as backfill. All work must comply with specifications outlined in Sections 201, 203, 206, and 810 of the contract documents, including use of approved backfill materials, topsoil, seed, and soil supplements as detailed. The successful bidder must furnish a bid security of at least ten percent of the bid amount in the form of a certified check or surety bond, and upon award, a performance bond and a separate labor and materials bond each equaling 100 percent of the contract value, issued by a corporate surety licensed in Pennsylvania. The contractor is required to comply with Pennsylvania’s prevailing wage laws and federal E-Verify requirements for employment eligibility verification, and must maintain general liability insurance with limits of $500,000 per person and $1,000,000 per occurrence for bodily injury and property damage, vehicle liability insurance with identical limits, completed operations insurance for one year after final payment, and specialized coverage for mechanical digging or blasting if applicable. Work must be completed within 60 consecutive calendar days from commencement, with liquidated damages of $1,000 per calendar day for delay. The contractor must submit a detailed progress schedule upon execution and is responsible for all maintenance and traffic protection measures, with payment for this item structured as 50 percent upon completion of 10 percent of total contract work and the remaining 50 percent upon final completion and engineer approval. Payment for stump removal and grinding is a fixed lump sum covering all services regardless of stump quantity or size. Retainage of ten percent applies to contracts at or below $50,000, withheld until final payment; for contracts above $50,000, payment in full is due within 30 days of substantial completion, less 1.5 times the
