THIS NOTICE IS FOR INFORMATION ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate a contract for the Office of Information Technology with Prescience Systems Corporation, 2815 Bree Hill Road, Oakton, VA 22124. The purpose of this procurement is to obtain services for maintenance and support for the SWIFT Correspondence Control System through September 2009. The period of performance for this project is for a base year of twelve (12) months. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1, a Justification for Other than Full and Open Competition is on file, which states and supports that Prescience Systems Corporation is the only vendor capable of performing the tasks for this project because they designed, developed and implemented the proprietary source code that is SWIFT and its related applications for HRSA. They have a full understanding of the system from working on it for over five years. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. The Request for Quotation (RFQ) is available now through FedBizOpps for you to submit your quotation. Ths closing date will be approximately fifteen (15) days after release of the RFQ.
