AI Contract Overview
This solicitation, identified as 6923G526Q0071, is a combined synopsis and request for quote issued under FAR Part 12 as a total small business set-aside for commercial services related to the maintenance and testing of a government-owned Miter Gate Motor. The NAICS code 811310 applies, with a small business size standard of $12.5 million in annual revenue, and only vendors registered in SAM.gov with active registrations at the time of submission and award are eligible to respond. Work must be performed in strict accordance with the Statement of Work in Attachment A, which requires full disassembly, inspection, replacement of bearings, re-insulation, lubrication, reassembly, operational testing, and repainting of the motor, with all documentation and the completed unit returned to the GLS Receiving Warehouse at 251 Fregoe Road, Massena, NY within 20 calendar days of award. The vendor is responsible for pickup and return transportation, and the contract type is firm fixed price, awarded on a lowest price technically acceptable basis. Technical acceptability is the primary evaluation criterion, followed by past performance, with any unacceptable rating disqualifying the quote. Proposals must be submitted via email to chora.snyder@dot.gov by August 10, 2026, at 2:00 PM EST, and must include a price quote using Attachment B, a cover letter with the UEI, a technical response capped at five pages, and a past performance response limited to three pages, all in specified electronic formats. The solicitation incorporates numerous FAR clauses, including those related to minimum wage, paid sick leave, trafficking in persons, and cybersecurity prohibitions, with deviations noted for several provisions including the commercial services contract clause and small business representations. Invoicing will be processed exclusively through the Delphi e-Invoicing portal via login.gov, with no use of WAWF or IPP. No contract value is specified as Attachment B, the pricing sheet, is referenced but not provided. The government retains sole authority for inspection and acceptance at the GLS warehouse, and all work must meet original equipment specifications for the Electro-Dynamic 12B-846A7 motor without reliance on external industry standards.
