MAINTENANCE FACILITIES PROJECT

The Maintenance Facilities Project, managed by Caltrans District 1, involves infrastructure improvements at two sites in Humboldt County, California. At the Orleans Maintenance Station on State Route 96, the project includes replacing the crew and equipment building, perimeter fencing, and the septic leach field, while adding fire suppression infrastructure and electrical vehicle chargers. Additionally, new water lines and power delivery elements will be installed outside the facility boundary. At the Buckhorn truck scale Commercial Vehicle Enforcement Facility on State Route 299 near Blue Lake, the project entails replacing the California Highway Patrol scale office, a stormwater drainage inlet, and the weigh scale and scale pad, along with necessary electrical rewiring. The project has undergone environmental review under CEQA, resulting in a Negative Declaration confirming no significant environmental impacts. Key compliance requirements include adhering to Caltrans Standard Specifications and the latest Storm Water Quality Handbooks for construction site Best Management Practices. Depending on the scale of land disturbance, the contractor must implement a Stormwater Pollution Prevention Plan or a Water Pollution Control Program to protect state waters. Because the sites are located within Moderate CAL FIRE Fire Hazard Severity Zones, a jobsite Fire Prevention Plan is required per Cal/OSHA. Final construction approval for the facilities requires inspection and sign-off from the State Fire Marshal.
