The acquisition is structured as a total small business set-aside under NAICS code 561499 with a $21.5 million size standard, and all responsible small business sources may submit quotations. The solicitation, numbered 1232SA26Q0465, is issued as a combined synopsis and solicitation under FAR Part 12 for commercial items and includes a base year from May 4, 2026, through May 3, 2027, with two one-year options and a potential six-month extension. Offerors must demonstrate technical acceptability by meeting the Statement of Work requirements, including providing certified technicians, maintaining a local presence with a four-hour response time during business hours, and using only OEM replacement parts. Evaluation will be based on a best value trade-off considering technical acceptability, past performance, and price reasonableness, not a lowest-priced technically acceptable approach. Pricing details are required but currently unspecified in the price schedule, and all quotations must be submitted electronically via email to the designated point of contact by April 28, 2026, at 1200 ET. The contract incorporates a range of mandatory Federal Acquisition Regulation clauses, including those related to payment by electronic funds transfer, service contract labor standards, combating trafficking in persons, whistleblower protections, and security requirements for information systems. Importantly, the amendment adds AGAR 452.203-72 to render unenforceable any supplier terms inconsistent with federal procurement standards. Additionally, the contract imposes strict compliance with anti-discrimination and DEI-related prohibitions under AGAR 452.203-71, requiring offerors to certify they do not operate or fund DEI programs violating federal civil rights laws and that they comply with Executive Orders 14168 and 14173.
