MAINTENANCE PLATFOR

The contract is for the procurement of 10 Maintenance Platforms under NSN 4940-01-502-7748, issued as a small business set-aside solicitation through the Defense Logistics Agency’s DIBBS system with solicitation number SPE7M1-26-T-082U. The requirement is for origin inspection and acceptance, with delivery due within 105 days after receipt of order under FOB Origin terms as part of the First Destination Transportation program. Technical data associated with this item is subject to export control under ITAR or EAR, requiring compliance with DFARS 252.225-7048, and access is restricted exclusively to contractors with an approved US/Canada Joint Certification Program (JCP) certification, completion of mandatory DLA training and questionnaires, and formal approval from the DLA controlling authority. Additive manufacturing is prohibited, and failure to submit a compliant Safety Data Sheet prior to award will render an offeror nonresponsible. The item must be manufactured in strict accordance with specified reference drawings, Quality Assurance Provisions, and applicable standards including SAE AS9003 or ISO 9001 tailored to AS9003, with sampling governed by MIL-STD-1916, ASQ H1331, or a zero-based plan requiring zero non-conformances. Packaging and marking must conform to MIL-STD-2073-1E, MIL-STD-129 including Special Marking Code 40 for protected cargo, and Special Packaging Instruction P17-2-0660-1 Revision A. The contractor must use Wide Area Workflow for payment submissions and comply with all applicable DFARS clauses including safeguarding covered defense information, cybersecurity incident reporting, prohibitions on hexavalent chromium and covered telecommunications equipment, and limitations on subcontracting. Domestic content restrictions under the Berry Amendment and Buy American Act apply with a reduced threshold of $150,000, requiring disclosure of any non-domestic materials. Contractors must register in DLA’s AMPS system to access the Vendor Shipment Module, and all representations must be current in the System for Award Management, including small business status and compliance with whistleblower, conflict of interest, and cyber incident disclosure requirements. The solicitation may be awarded automatically if all pass/fail criteria are met.
