The purpose of this acquisition is to acquire preventative maintenance and service for an existing Government-owned Leica SP8 Liachroic IR Confocal Imaging System that was originally manufactured by Leica Biosystems. These maintenance services shall be provided by an Original Equipment Manufacturer (OEM)-Authorized Service Provider of the Leica SP8 Liachroic IR Confocal Imaging System, and all maintenance services shall be performed by OEM certified factory-trained technicians using OEM certified parts. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 811310 with a Size Standard of $8M. This acquisition is NOT set aside for small businesses, but rather is a sole-source acquisition to Leica Biosystems. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. BACKGROUND, PURPOSE AND OBJECTIVES OF REQUIREMENT The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The Viral Immunology and Intravital Imaging Section (VIIIS) of the National Institute of Neurological Disorder and Stroke (NINDS) studies inflammatory diseases processes in the brain induced by injury or infection. As part of this research, the laboratory needs to monitor and quantify expression of inflammatory biomolecules in small volumes of bodily fluid, such as a cerebral spinal fluid, serum, brain extract, etc. This type of analysis provides a signature of the inflammatory disease process underway and aids in the evaluation of therapeutic interventions. The Leica SP8 Liachroic IR confocal imaging system is a critical component in conducting this analysis. VIIIS requires a maintenance contract for the Leica SP8 Liachroic IR confocal imaging system to ensure that there is no interruption on conducting analysis. It is imperative that this system is properly maintained and quickly repaired should a service issue arise. The SP8 microscope is a major workhorse for high throughput data collection and evaluation which is required in the exploration of all aspects neurological disease. With its high resolution and high accuracy, the SP8 microscope is a major workhorse for high throughput data collection and evaluation which is required in the exploration of all aspects neurological disease. A service agreement allows for quick repair, if needed and regular maintenance and upgrading work to ensure continued use of the equipment which is required to perform at peak manufacturer's standards. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION Leica Biosystems, as the authorized partner of SP8 Liachroic IR confocal imaging system, is the only contractor authorized and capable of providing the necessary maintenance support service to the SP8 Liachroic IR confocal imaging system because the equipment is proprietary. Leica Biosystems is the only source for factory trained and certified technicians to maintain and service the equipment. The equipment requiring maintenance is continually used for research purposes. Non-functional equipment, inappropriately calibrated equipment, or equipment with incorrect parts, or other unsupported service provided by a non-authorized vendor, would void data standardization and cause irreparably damage to NIH research data. Furthermore, use of any other contractor for maintenance would void equipment warranties and jeopardize system integrity and functionality. Only an OEM-authorized service provider has access to the latest services and support information. Replacement parts or accessories must be compatible with the existing equipment, and only Leica Biosystems can certify compatibility. An OEM-authorized service provider is the only source with direct access to these parts and labor. Leica Biosystems is the only source authorized by the OEM to provide maintenance services for this equipment. Because of the significant investment by NINDS in the purchase of this equipment, using an OEM-Authorized Service Provider is essential for maintaining the integrity of the system. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Specifically, contact with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, revealed no other sources. A review of the GSA Advantage, Dynamic Small Business Search, and previous Government acquisitions returned no results that meet all requirements. A letter from the OEM confirmed that Leica Biosystems is the only OEM-authorized service provider for this equipment. Therefore, only Leica Biosystems, is found to be capable of meeting the needs of this requirement. The intended source is: Leica Biosystems 1700 Leider Lane Buffalo Grove, IL 60089 Salient characteristics: This is a service and maintenance requirement for the Leica SP8 Liachroic IR confocal imaging system. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to provide preventative maintenance, including onsite engineer calibrations and onsite engineer services, for the Leica SP8 Liachroic IR confocal imaging system. Modification to Extend Services for Scientific, Operations and Administrative Resources (SOAR) Contract Program
Solicitation # OLAO-SSD-SOAR-NOI
The National Institutes of Health (NIH) intends to negotiate and award non-competitive modifications to extend the Scientific, Operations and Administrative Resources (SOAR) contract program. This program consists of five indefinite-delivery, indefinite-quantity (IDIQ) contracts held by Axle Informatics LLC, Gap Solutions Inc., Kelly Services Inc., Guidehouse Digital LLC, and 22nd Century Technologies Inc. The primary objective is to ensure continuity of specialized scientific professional services across 29 NIH organizations, including the Office of the Director, 27 Institutes and Centers, and ARPA-H, while the agency finalizes a strategic procurement consolidation effort and a competitive follow-on acquisition. The proposed extension includes a basic ordering period from June 22, 2026, to June 21, 2027, with two optional six-month extensions extending through June 21, 2028. Additionally, the government seeks to revise FAR 52.216-22 to allow task orders to extend up to 36 months beyond the parent contract end date. While the combined maximum contract ordering value remains unchanged at $3,600,713,546, the estimated total dollar value for orders through the end of the extension is $2,174,615,674. The government projects the award of these modifications in April 2026. The SOAR program provides critical scientific staffing, such as bioinformatics scientists and molecular biologists, to support biomedical research and public health missions. The NIH has cited a critical need for these specific contract holders to avoid disruptions to ongoing research and patient diagnostics. Interested parties may submit capability statements and pricing information by March 5, 2027, although the government currently intends to proceed on a non-competitive basis with the existing holders.
