Major Amendment to the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP)

On September 10, 2007, the Coachella Valley Association of Governments certified the Final Environmental Impact Report (“EIR”; State Clearinghouse No. 2000061079), adopted Findings of Fact, and approved the Coachella Valley Multiple Species Habitat Conservation Plan/Natural Communities Conservation Plan (“Project”). The EIR evaluated potential environmental impacts that could occur as a result of implementing the Project and/or alternatives and provided applicable mitigation to reduce the intensity of potential environmental impacts. On March 13, 2014, the Coachella Valley Conservation Commission ("CVCC"), acting as Lead Agency under CEQA, certified a supplemental EIR (State Clearinghouse No. 2000061079) to the Plan. The Plan, as amended, allows for modification of Conservation Area boundaries through a Like Exchange process, provided those modifications are not significantly different from those described in the original language of the Plan. On September 11, 2025, CVCC adopted a modification to the Project incorporating a Like Exchange adjusting the boundaries of the East Indio Hills and Dos Palmas Conservation Areas. The modification is a prescribed action under the Project whose environmental impacts were assessed in the previously certified EIR and supplemental EIR. Pursuant to Public Resources Code section 21166 and State CEQA Guidelines section 15162, approval of the modification will result in no new or more severe impacts requiring additional environmental review of the approval action.
