Amendment 0001:  The purpose of this amendment is to provide responses to RFI questions.



USCG CEU PROVIDENCE


SOLICITATION NO. 70Z0G126BSLIS0SL1 MAJOR M&R MONTAUK SPRINGS HOUSING, AT USCG SECTOR LONG ISLAND SOUND, EAST HAMPTON, NY 11937


Contractor shall provide all work, including all equipment, materials, labor and supervision necessary to repair 17 single family standalone homes, and their properties, at USCG Montauk Springs Family Housing (MSFHSG) as summarized below.


The project consists of one Base Bid Item (BBI) and two Optional Bid Items (OBI#1 and OBI#2). The BBI encompasses all work detailed in the drawings and specifications, except for work designated as OBI.


Base Bid Items


  1. Replace Septic Systems: Complete removal and replacement of existing septic systems at all 17 properties with new town-approved low-nitrogen systems.
  2. Well Decommissioning and Water Service: Decommission existing wells and install new domestic water service laterals at designated properties.
  3. HVAC System Replacement: Full replacement of heating, ventilation, and air conditioning (HVAC) systems in all specified homes.
  4. Roofing and Gutters: Replace roof and gutter systems on all specified homes.
  5. Site Feature Replacement: Repair and replace exterior site features, including driveways, walkways, and fencing as required for each property.
  6. Interior and Exterior Repairs: Replace basement bulkhead doors, repair subflooring, and add insulation and wallboard where necessary.
  7. Electrical and Plumbing Upgrades: Install new electrical devices, wiring, and plumbing fixtures in kitchens and bathrooms.
  8. Kitchen and Bathroom Renovation: Complete replacement of finishes and fixtures in all kitchens and bathrooms.
  9. Flooring Restoration: Refinish existing hardwood floors and install new hardwood flooring where specified.
  10. Interior Finishing: Patch and repaint all interior spaces, including wallboard and seam repairs.
  11. Relocation Services: Professionally manage the relocation of household belongings from Phase II units to completed Phase I units.

Optional Bid Items


  1. OBI #1 (6 Presidio Place): Perform extensive repairs and improvements including HVAC replacement, new electrical and plumbing, a new roof and gutter system, a new basement bulkhead door, full kitchen and bathroom renovation, new flooring, and interior painting.


  1. OBI #2 (20 Broadway Avenue): Conduct repairs and improvements including HVAC replacement, new electrical and plumbing, a new roof and gutter system, kitchen countertop replacement, bathroom renovation, and refinishing/replacing all flooring.


The estimated value of the procurement is between $5,000,000 and $10,000,000.  A 20% bid guarantee is required.  Performance and Payment bonds will be required.  The applicable North American Industry Classification System (NAICS) code is 236118 - Residential Remodelers with a small business size standard of $45.0 million.



The date set for receipt of bids is 30 JUNE 2026 at 2:00 p.m.  Award is anticipated to be made late July 2026.  The performance period is estimated to be 730 calendar days from issuance of Notice to Proceed.



This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns.  All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue of the IFB at the following site: https://www.sam.gov.  Vendors MUST be registered in the System for Award Management database through https://www.sam.gov in order to receive a federal government contract.



THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
