The General Services Administration (GSA) announces a requirement for a General Contractor to perform a major renovation project at the Phillip J Burton Federal Building and U.S. Courthouse in San Francisco, California. The project shall include the performance of construction services based on a completed design which will be included in the Request For Proposal. The General Contractor will be required to possess extensive capabilities in both renovation as well as mechanical upgrades in an occupied building, with all work to be in accordance with GSA quality standards and requirements, including Federally established energy and sustainability goals, accessibility requirements and security specifications. Prospective Offeror's experience must include, but is not limited to, demonstrated experience executing major renovation projects involving significant mechanical, electrical, and plumbing work to be conducted in a sequenced manner in an occupied building. The scope of work includes major renovation that enhances building security and occupant safety by raising the current street level Outside Air intakes, replaces aged window film and piping infrastructure and completes partial system replacements, abatement of Asbestos Containing Material and other related services necessary to construct the renovations and improvements as set forth in the Drawings and Specifications that will be included in the Request For Proposal. Related services shall include, but are not limited to, site and construction sequence planning, infrastructure, monitoring, permitting, industrial safety and monitoring, and all necessary inspection services during construction, commissioning and potential other related additional requirements. The estimated cost for the renovation and improvements for Phillip J Burton Federal Building and U.S. Courthouse is between $15,000,000.00 and $25,000,000.00, with project award anticipated in June 2016. All work under this contract shall be by August 2017. Award will be subject to the availability of funds. Procurement Strategy: GSA intends to award a firm-fixed price competitive acquisition using the best-value trade-off process. This will be a one-stage procurement process for a Construction Contract. The Government will issue the RFP which will be posted on FedBizOpps (www.fbo.gov) requesting any interested, responsible Offerers to submit their Technical and Price Proposals. The RFP shall be prepared in accordance with FAR Part 15 and include technical evaluation factors, developed in accordance with FAR 15.304. In addition to your technical proposal the RFP will require submission of a price proposal, which shall be evaluated separately in accordance with FAR Part 15. The Government will reserve the right to make an award upon the basis of the initial technical and price proposals without discussions. Per FAR 28.102, Performance and Payment Bonds will be required by the successful offeror in the penal amount of 100 percent of the original contract price. The RFP will be issued electronically on or around the end of February 2016 on the internet at: http://www.fedbizopps.gov/. The due date for completed technical and price proposals in response to the RFP shall be on or around the end of April 2016. Opportunities for other than Large Businesses: This procurement will be open to large and small business firms. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses, or as a subcontractor Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d), FAR subpart 19.702 and FAR subpart 19.12, an Offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a Subcontracting Plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. In this procurement, GSA intends to promote contractors' and subcontractors' use of registered Apprenticeship Programs. Although not mandatory, firms are encouraged to affix their names to the Interested Vendors Listing for this requirement and register to receive notifications.
