BACKGROUND The Department of Housing and Urban Development's Office of Residential Care Facilities (ORCF) manages the Section 232 program, which enables affordable financing and refinancing options for nursing homes, assisted living facilities, and board and care facilities. The ORCF uses multiple tools and resources for data management and risk assessment of the residential care facilities in the portfolio, such as the integrated real estate management system (iREMS), the Development Application Processing tool (DAP), the 232 Healthcare Portal, and a team of internal risk evaluators. The team of internal risk evaluators surveys the media for news and updates and frequents the Centers for Medicare and Medicaid Services (CMS) site to assess projects in our residential healthcare portfolio to identify current or potential credit loss risk. ORCF seeks a contractor that can provide access to centralized real-time data analytics from federal, state, and local government, and private industry external systems throughout the healthcare field for the purposes of identifying current potential credit loss risk. By obtaining these services, ORCF will be able to improve its risk management processes and accomplish HUD's mission of improving the way the agency does business. GENERAL DESCRIPTION OF WORK - OHP seeks a contractor that can provide a reliable risk management analysis subscription service for 150 users, and should provide the following information and data: a. Contain data that has been collected and centralized by the Contractor for up to 6,500 skilled nursing facilities through a web-based dashboard (available in real time, 24 hours a day except for occasional maintenance). b. Identify those states that regulate, survey, and collect statistical data for assisted living facilities, and incorporate this data for HUD-insured properties in the portfolio into the dashboard. c. Provide ORCF employees with unlimited access to data in the dashboard for all currently HUD-insured healthcare facilities in the portfolio and future or potential additions to the portfolio that are in various stages of underwriting review and/or in the process of closing. d. Provide data on skilled nursing facilities aggregated from the most recent three survey cycles as reported by the Centers for Medicare and Medicaid Services (CMS). - OHP also seeks contractor support in assisting ORCF with real time daily risk alerts on facilities that are in the ORCF portfolio. CONTEMPLATED MAGNITUDE OF THE PROJECT $2 to $4 Million Dollars CONTEMPLATED PLACE OF PERFORMANCE Performance will be at the contractor's location.
