The contract solicits a comprehensive management evaluation of the Billing and Collections department for the City of St. Petersburg, Florida. The selected offeror will be responsible for providing all necessary labor, materials, supervision, tools, and travel to assess the efficiency and effectiveness of the department’s operations. This includes conducting thorough analyses and tests, as well as interviews across all employee levels, to form an informed opinion and submit a detailed report on the department’s performance with recommendations for improvement. The solicitation, issued by the City Auditor's office, has a response deadline set for April 30, 2026. The procurement encourages engagement with minority, women, veteran, and small businesses in the Tampa Bay Region through a voluntary Subcontractor Utilization Plan, aiming to foster participation and reduce barriers for these enterprises. Although no minimum participation thresholds are required for contract award, proposers are urged to demonstrate commitment to inclusive subcontracting. The contract framework includes standard city requirements such as indemnification, insurance coverage, and compliance with Florida statutory laws. Additionally, related documents highlight the use of performance, payment, and public construction bonds to secure contractual obligations, although these are more pertinent to construction agreements. Overall, the contract establishes a formal, structured approach for service provision with clear terms on deliverables, oversight, and city-provided contacts for communication and coordination.
