The U.S. Department of Commerce's NOAA is preparing to issue a solicitation for a comprehensive construction project at the Manchester Research Station in Port Orchard, Washington. The project involves the development of a new approximately 24,000 square foot, energy-efficient facility designed to support marine research, including laboratories, offices, hatcheries, and specialized aquatic systems such as recirculating aquaculture systems. The facility aims to consolidate research functions currently dispersed across multiple locations, focusing on marine species life cycles, ecosystem stressors, and sustainable fisheries management. The construction will include site work, utilities, parking, and landscaping, with a performance period estimated at 700 days and a project value between $25 million and $35 million. The procurement will be conducted as a full and open competition under FAR Part 15.1, utilizing a tradeoff process that emphasizes best value by balancing cost and technical factors, with technical considerations being more significant than price. The contract will be awarded as a firm-fixed-price arrangement. Interested contractors must be registered in SAM.gov and are encouraged to review the draft solicitation, which is expected to be released in December 2024, with the final solicitation anticipated around February 2025. The response deadline for proposals is set for April 5, 2025. Site visits will be scheduled prior to proposal submission, and detailed requirements, including access procedures, will be outlined in the solicitation package.
