20260910 - ICB Operators
Solicitation # 20260910 - ICB Operators RFP
The Susquehanna Regional Transportation Authority (SRTA), in consultation with the Pennsylvania Department of Transportation, is soliciting proposals from qualified intercity bus service providers to operate a reliable and connected bus network for the 2027–2028 contract period. The program aims to link rural and small urban communities with larger population centers and the national transportation network, with a specific planned expansion of the Harrisburg–Reading–Philadelphia corridor. A total program allocation of up to $5,950,000 is available for this period, though this amount is a maximum ceiling and not a guaranteed award. Service is expected to begin on April 1, 2027, and must align with FTA Circular 9040.I.F guidelines and federal safety and accessibility standards. Proposals must be submitted via PennBid.net by November 30, 2026, at 2:00 PM. Evaluation is based on a weighted scale consisting of experience and technical capability (20%), service quality and customer experience (20%), financial capacity and stability (15%), and a pricing proposal (10%), with the remaining factors considering the overall best interests of SRTA. The pricing structure utilizes a Fee for Service model, where the required subsidy is calculated by subtracting projected route-generated revenue from the proposed operating cost per revenue mile. Awarded contractors must comply with various federal regulations, including Buy America requirements, the Fair Housing Act, and Davis-Bacon prevailing wage rates. Invoicing occurs monthly, with payments typically issued within 45 days of receipt.
