Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Defense Advanced Research Projects Agency (DARPA) Multi X Office is soliciting proposals for the Atomically Precise Molecules (APM) program under solicitation DARPA-PS-26-141. The program aims to develop innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials to overcome performance gaps in optical communications and LiDAR. The primary objective is the creation of scalable, fit-for-purpose materials, culminating in a prototype demonstration of a revolutionary NLO material integrated into a government-provided electro-optic modulator. Research focusing solely on inorganic materials or incremental improvements to the state-of-the-art is specifically excluded. This 36-month effort is structured in two technical phases, with Phase I focusing on developing PPP synthesis capabilities over the first 12 months. Awards will be issued as Other Transaction (OT) for Prototype Agreements under 10 U.S.C. 4022. Key requirements include CMMC Level 2 self-assessment compliance and adherence to a program-specific Controlled Unclassified Information (CUI) guide. Non-US organizations, FFRDCs, UARCs, and government entities are ineligible to serve as prime performers, though FFRDCs and UARCs may participate as subawardees provided they meet specific certification and conflict of interest mitigation requirements. Proposals must be submitted via the Broad Agency Announcement Tool (BAAT) by December 18, 2026. Submissions must include a technical and management volume, a price proposal with a detailed spreadsheet, a Task Description Document, and a schedule of milestones and payments. Evaluation will be based on the technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors. Payments are milestone-based and processed through the Wide Area Workflow (WAWF) system.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with current active efforts focusing on Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific project aims to automate and refine AI/ML classification algorithms for the autonomous detection of man-made surface and subsurface objects using ICESat-2 and GEDI space lidar data, progressing the technology from TRL 4 to TRL 5 or 6. The LASER project has a Phase 2 budget of 854,000 dollars for a 15-month period of performance estimated to begin on February 15, 2027. Key performance metrics include a probability of detection greater than 75 percent, a probability of error less than 25 percent, and positional accuracy within 1 meter for underwater targets and centimeter scale for above-ground targets. Deliverables include a kick-off brief, AI/ML methodology reports, a comprehensive final report, and a final software demonstration. The government may issue the award as either a procurement contract or an Other Transaction Agreement. Administrative requirements mandate that proposals follow a strict four-volume template, including technical, cost, and security volumes. Security is a critical component, with requirements ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the work performed. Contractors must comply with DFARS 252.204-7012 for cybersecurity and utilize the Invoice Processing Platform for electronic payments. Evaluation is based on a multi-step process consisting of a conformance review and a scientific/technical review, with awards granted to the most advantageous proposals.

AI Contract Overview

The Nuwc Division Newport awarded a non-competitive contract to the Bahamas Marine Mammal Research Organisation for marine mammal monitoring services. The project involves analyzing beaked whale data from fieldwork conducted at AUTEC on Andros Island and comparing it with data from a study site off Abaco. This sole-source award was justified by the organization's eleven years of specialized experience in the region, their familiarity with range safety protocols, and their unique possession of required research permits from the Commonwealth of the Bahamas. The organization is the only vendor capable of performing the work within the required timeframe, specifically for operations scheduled between September and December 2020. Their exclusive authorization to biopsy dart whales for DNA analysis and their deep knowledge of local beaked whale populations make them uniquely qualified. Utilizing another vendor would have caused significant delays due to the eighteen-month permit acquisition process and would have incurred additional costs for training and field operations that exceeded the available budget.

Full Description

Per FAR 5.705(b), this contract action was not awarded competitively. The rationale behind this decisions is as follows: NUWCDIVNPT requires the services of the Bahamas Marine Mammal Research Organisation (BMMRO) to analyze data obtained during fieldwork at AUTEC, Andros Island, Bahamas, and compare with analogous data obtained at another study site off Abaco. BMRRO has eleven (11) years of experience studying beaked whales in the area of the AUTEC range. No other vendor possesses this degree of familiarity with the local population of beaked whales. Such knowledge is essential when attempting to analyze hundreds of photographs taken in the field, recognize individual animals and relate these data to both reproductive success and social structure. The same is true for the Abaco study site, where BMMRO has been collecting data on beaked whales since 1991. BMMRO has extensive experience working off small boats at AUTEC under the direction of the Range Operations Office. This degree of familiarity with range protocols is critical to maintaining safe operations. No other vendor has this experience. In addition, BMMRO holds the appropriate research permits granted under Section 5, Marine Mammal Protection Act, Ministry of Fisheries, Commonwealth of the Bahamas. Permits are species and platform specific, with vessel registrations listed in the document. No other organization holds a permit to biopsy dart whales in the Bahamas, necessary for obtaining tissue samples for DNA analysis. Obtaining the proper permits to enable an organization to legally biopsy dart whales is lengthy process, requiring a minimum of eighteen (18) months. The Government has operations scheduled for the September through December 2020 timeframe and any organization which is not currently licensed to conduct research and biopsy dart tag will not be able to obtain the permits before the Government's scheduled need date. Bringing another vendor on board would require a significant investment in time and training in order to operate effectively on the range. Estimating a minimum of two (2) weeks in the field, this would represent approximately $60,000 to accomplish in addition to the current funding allocate, which exceeds budget. Based on the above, only BMMRO is capable of providing the services requested by the NUWCDIVNPT M3R Program.
