Oregon State University intends to contract for the provision of a Marine OECM Guide Authority, Conservation Analyst and Coordinator from Bani Maini as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters to support the research and/or business needs of the university. The contractor must support the outreach, socialization, and uptake of the newly developed Marine OECM Guide, including, but not limited to: engaging the international network involved in its development; supporting outreach, workshops and webinars; gathering user feedback; developing communication materials; advancing application among practitioners, policymakers, Indigenous and local communities, researchers, and other stakeholders; and identifying opportunities for its use in different geographic and policy contexts. The contractor must also have a strong understanding of the Guide's development, methodology, evidence base, perspectives, and intended applications. The contractor must also have expertise in marine area-based conservation tools, specifically marine OECM's, as well as the Kunming-Montreal Global Biodiversity Franework, particularly Target 3 and the role of OECMs in advancing global area-based conservation commitments. The contractor must also understand and have experience with the range of human activities and sectors that influence biodiversity outcomes in the ocean and be able to interpret and communicate complex scientific and policy information to diverse audiences. The contractor must have previous experience with the listed analyses, as the current scope of work involves coordinating existing partners, equitably and inclusively expanding this group, organizing meetings on these topics, and performing an analysis of potential marine OECMs globally. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Scott Lommers by email at contact@example.gov.
