The anticipated solution must include behavioral and predictive analytics on vessels, cargo, infrastructure, and events, supported by a geo-visual interface with map and satellite overlays, digital nautical charts, weather data, heat signatures, and user-defined trigger areas. The system must incorporate multi-source AIS data—satellite, terrestrial, and shipborne—with at least six years of historical tracking capability for vessel movements over 30, 60, 90, 180, and 365-day periods, alongside trade intelligence features such as trade flow maps, AI-enhanced dashboards, voyage calculators, risk and compliance data, and access to trade news and webinars. Request for Information (RFI) Sources Sought Notice subject to FAR clause 52.215-3 entitled "Request for Information or Solicitation for Planning Purposes, " this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide a multi-source maritime fusion and maritime trade analytic resource in support of United States Fleet Forces Command (USFFC) N3 Maritime Domain Awareness. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. The Government has determined the supplies and services are commercial items as defined in FAR 2.101. Interested parties are encouraged to respond to this RFI/Sources Sought Notice.
