Maritime Domain Awareness

The U.S. Department of Defense, through the Naval Supply Systems Command Fleet Logistics Center Norfolk, is conducting a Sources Sought Notice under Solicitation Number A031663 to identify qualified sources capable of providing a multi-source maritime fusion and trade analytic resource in support of United States Fleet Forces Command’s N3 Maritime Domain Awareness mission. This action is strictly for market research and planning purposes under FAR 52.215-3 and is not a solicitation for proposals or a commitment to award a contract. The government is seeking information on vendors who can deliver a non-classified, non-PKI, web-based commercial service with 24/7/365 availability to support the Fleet Command Center Battle Watch, Navy Fleet assets, U.S. Northern Command, and interagency partners. The anticipated solution must include behavioral and predictive analytics on vessels, cargo, infrastructure, and events, supported by a geo-visual interface with map and satellite overlays, digital nautical charts, weather data, heat signatures, and user-defined trigger areas. The system must incorporate multi-source AIS data—satellite, terrestrial, and shipborne—with at least six years of historical tracking capability for vessel movements over 30, 60, 90, 180, and 365-day periods, alongside trade intelligence features such as trade flow maps, AI-enhanced dashboards, voyage calculators, risk and compliance data, and access to trade news and webinars. The anticipated contract, if pursued, would be a one-year firm fixed price base subscription providing three user licenses accessible via username and password without software installation, with a potential period of performance from August 8, 2026, to August 7, 2027, and possible renewal options. Respondents must be prepared to provide a capabilities statement of no more than four pages detailing their company’s CAGE code, business size classification (Large, Small, Small Disadvantaged, 8(a), etc.), contract vehicle availability (GSA, ESI, SeaPort), prime or subcontractor status with associated effort percentages, technical qualifications, and any feedback on the draft performance work statement.
