The State of Washington Gambling Commission, through the Department of Enterprise Services, is conducting a market search for approximately 3,326 BOMA rentable square feet of office space located within the City of Spokane. The required space must be a complete, code-compliant, and conditioned facility equipped with plumbing, power, and lighting. A minimum lease term of five years is required, though proposers may offer terms up to ten years. The final agreement will be executed using the State of Washington's approved standard lease documents. To be considered, the facility must meet or exceed the Washington State Energy Code at the lessor's sole expense. Proposers and their contractors must adhere to prevailing wage requirements per RCW 39.12. The agency considers several factors advantageous, including a low Energy Use Intensity score, proximity to public transportation with hourly service from 8 AM to 5 PM, and ready access to major arterial roads or freeways. Preferred physical characteristics include a secure customer lobby with clear staff delineation, an interview room with lobby access, a kitchenette adjacent to the conference room, and the ability to install security cameras. Additionally, the agency prefers facilities located outside the FEMA 100-year flood plain and those with adaptable space for secured evidence storage. Dedicated parking for 16 stalls is also highly desired, though parking exceeding code minimums may require an exemption under RCW 43.01.240 (3).
