Market Search - OCLA - Spokane

The State of Washington Department of Enterprise Services, on behalf of the Office of Civil Legal Aid, is conducting a market search for approximately 240 BOMA rentable square feet of office space in the City of Spokane. The agency seeks a minimum lease term of five years, with options up to ten years, and desires occupancy by March 1, 2026. Required facility standards include code-compliant, enclosed, and conditioned space with plumbing, power, and lighting, featuring two private offices, secure network connectivity, and secure mail receiving protocols. Preference will be given to properties in the downtown corridor, those near public transportation with hourly service, and facilities with ready access to major arterial roads and freeways. Additional advantageous features include a move-in ready status, an employee breakroom, a conference room, up to three parking stalls, and at least one office large enough for two workstations. Technical preferences include both wired and wireless connectivity. Facilities must be located outside the FEMA 100-year flood plain, and a low Energy Use Intensity score is preferred. The lessor is responsible for ensuring that building shell construction, air sealing, insulation, electrical, lighting, and HVAC systems meet or exceed the Washington State Energy Code. All proposers must comply with RCW 39.12 prevailing wage requirements and provide proof of ownership via a clear title report or certified deed. The final agreement will be executed using the State Standard Lease.
