AI Contract Overview
The Federal Aviation Administration is soliciting janitorial services for multiple facilities across Northern and Southern Alaska under solicitation number 697DCK-26-R-00013, with a total contract period of five years, including a base year and four option years running from August 1, 2026, through July 31, 2031. This is a total small business set-aside under NAICS code 561720, and award will be made using a lowest priced technically acceptable (LPTA) source selection process, meaning the offer with the lowest price that meets all technical requirements will be selected. Proposals must be submitted electronically to Angela.Furukawa@faa.gov by 4:00 PM Pacific Time on July 3, 2026, and must clearly reference the solicitation number. Offerors are required to submit both a business and technical proposal, including a completed Standard Form 33, the prescribed price schedule, all applicable contract clauses, representations and certifications, and the Contractor Staffing Access Questionnaire. Technical acceptability is determined primarily by past experience, and failure to meet this threshold disqualifies an offer from price consideration regardless of cost. Contractors must provide all labor, materials, equipment, transportation, insurance, permits, and supervision necessary to perform janitorial services at specified FAA locations, including weather stations, flight service stations, transient quarters, and other facilities detailed in the Scope of Work documents. Services must follow strict performance standards, including waste removal in contractor-provided bags placed in FAA dumpsters with lids closed, daily dusting of all surfaces, cleaning and replacement of trashcan liners, and proper recycling compliance. A performance schedule outlining times and days of service must be submitted for approval within five business days after award. Security requirements are stringent: employees must complete FAA-mandated security forms, undergo background checks and fingerprinting, and comply with DCIP and counterintelligence inquiries. The contractor must maintain accurate quarterly rosters via VAP, ensure supervisory weekly meetings with the Contracting Officer’s Representative, and flow down security clauses to subcontractors. Insurance must be approved by the Contracting Officer prior to work commencement. Invoicing must be submitted electronically via the FAA’s Delphi portal using www.login.gov authentication and must include specific data points such as invoice number, period covered, CLIN amounts, cumulative totals, and a certification of compliance. All FAA records under the contractor’s custody must be protected from unauthorized
