Market Survey MTRRS Follow-on Production

The Army Contracting Command – Detroit Arsenal is conducting market research to assess industry capabilities for the production of the Mobile Tactical Retail Refueling System (MTRRS), identified by NSN 4930-01-691-6188, as part of planning for a potential future procurement. The MTRRS is designed to replace aging refueling systems and serve as a mobile, multi-platform bulk fuel carrier and retail dispenser capable of operating on cargo trucks, trailers, and LHS flat-racks, with the ability to be deployed on the ground to refuel military vehicles and equipment in all operational environments. Respondents are asked to provide detailed information on their production capacity, lead times, estimated manufacturing costs, technical expertise with Level 3 Technical Data Packages under MIL-STD-31000, and ability to manage engineering changes using standards like EIA-649-1 and SAE-GEIA-0007C. Access to the TDP requires an active DD 2345 certification and registration in the Joint Certification Program via SAM.gov, with all technical data strictly controlled and subject to mandatory destruction after use. This sources sought notice is not a solicitation and does not obligate the Government to award a contract; no contract clauses, evaluation factors, pricing, or delivery schedules are included. Participation is voluntary and unpaid, and responses must be submitted via email by August 24, 2026, to designated points of contact at ACC-DTA and PM E2S2. Offerors must be registered in SAM.gov and clearly indicate their organization’s size status and any applicable socioeconomic certifications, along with confirmation of their capability to produce the system from native SolidWorks CAD files and maintain a qualified quality system such as ISO 9001:2015. All proprietary information submitted must be labeled as CONFIDENTIAL, with release statements included to permit internal Government use only. The Government anticipates ordering approximately 644 units in FY2029 and 648 in FY2030 and will use industry feedback to shape future acquisition strategy, potentially leading to a production contract that emphasizes scalability, interoperability, and secure data handling under DoD technical and security protocols.
