The project authorizes the issuance of a Fuel Modification Right of Entry permit to adjacent property owners to conduct vegetation management activities within the boundary of Marsh Creek State Park, specifically targeting fuel reduction to mitigate wildfire risk. All work must strictly adhere to site-specific environmental protections, including a prohibition on removing any tree exceeding 12 inches in diameter at breast height unless explicitly approved by the Senior Environmental Scientist to support forest management objectives. Pruning must follow the Department’s 2002 Vegetation Management Guidelines for Trails and Roads, and heavy equipment is strictly barred from operating or staging within five times the diameter of any retained tree’s root zone to safeguard tree health. Debris from vegetation work must be disposed of in a prioritized manner: first by offsite removal, second by chipping and broadcasting in patches no deeper than four inches, well away from drainages and tree trunks, and only as a final option through a customized site plan that includes invasive species monitoring and follow-up treatments.
