Martinez Refinery Renewable Fuels Project Final Revised EIR

Tesoro Refining & Marketing Company LLC is seeking an Authority to Construct to modify operational parameters at the Martinez Renewable Fuels Facility, specifically targeting the S-1600 Foul Water Strippers and the A-2000 Thermal Oxidizer. The primary change permits the routing of offgas from the Foul Water Strippers to the existing flare header system when the Thermal Oxidizer is offline, with a cap of 500 annual hours of such alternative operation. This adjustment is not expected to increase overall emissions due to the facility’s existing flare gas recovery compressor capacity and the fact that all fuel gas system equipment was previously evaluated at maximum firing rates. The Thermal Oxidizer’s potential to emit (PTE) is being updated to reflect its actual as-built higher heating value of 2.2 mmBtu/hr, up from the previously assumed 1.91 mmBtu/hr. As a result, increases in emissions of nitrogen oxides, carbon monoxide, precursor organic compounds, sulfur dioxide, and particulate matter (both PM10 and PM2.5), as well as toxic air contaminants, are anticipated, but all emissions remain within permitted thresholds. To ensure ongoing compliance, daily and annual emission limits for NOx and SO2 will be imposed on all affected units. The facility will continue to receive renewable feedstocks via truck, rail, and marine vessel, with the addition of an approved vacuum truck unloading spot in Tract 4. Regulatory oversight is managed by Contra Costa County as the lead agency and the Bay Area Air Quality Management District, with all modifications approved under the California Environmental Quality Act through an Addendum to the Final Environmental Impact Report. Compliance is enforced through a Monitoring and Mitigation Response Plan, and operational conditions are tied directly to air quality regulations, including adherence to BAAQMD Rules 12-12 and 12-15 for flare emissions reporting. No federal acquisition clauses, contract administration data, or procurement-specific terms are applicable, as this is a local environmental permitting action under state and regional regulatory authority.
