Master Services Agreement for Greenwood Lakes Water Reclamation Facility Class I Reliability Improvements

Seminole County is seeking a professional engineering firm to serve as the Engineer of Record for the Greenwood Lakes Water Reclamation Facility Class I Reliability Improvements under a Master Services Agreement, solicited under PS-7146-26/HSM with proposals due by July 1, 2026. The facility, which serves the county’s northeast area and operates under FDEP Permit FLA011086, was rerated to 3.0 million gallons per day annual average daily flow after 2012 upgrades but was recently identified as a priority project following infrastructure vulnerabilities exposed by Hurricanes Milton and Helene in 2024, making it eligible for partial funding through the 2026 Clean Water State Revolving Fund Supplemental Appropriation for those storms. The scope of work includes design, permitting assistance, grant compliance, public engagement, preparation of an engineer’s opinion of probable construction cost, quality control and assurance, bidding services, and limited construction-phase services—all to be executed through written Work Orders issued under the master agreement. The evaluation of proposals will prioritize qualifications and experience at 50%, followed by project approach at 30%, and ability to perform with past performance at 15%, with award based on best value to the county. Proposers must demonstrate relevant experience in wastewater treatment, federal/state loan-funded water projects, and prior work with Seminole County Utilities and must submit detailed documentation including a Truth in Negotiations Certificate, E-Verify Affidavit, ADA Affidavit, Human Trafficking Affidavit, Workers’ Compensation Compliance Certification, and evidence of authority to do business in Florida with a valid FEIN and Secretary of State verification. Insurance requirements are stringent, mandating Workers’ Compensation statutory coverage, Commercial General Liability with $2 million aggregate, Business Automobile Liability at $1 million, Professional Liability at $1 million per occurrence, and all policies must be on an occurrence basis with insurers authorized to operate in Florida. The consultant must comply with Florida statutes regarding employment eligibility verification under Section 448.095, conflict of interest under Chapter 112, Part III, public records under Section 286.0113, and prompt payment under Chapter 218, Part VII.
