The New York State Department of Transportation is seeking price quotes for the procurement of MathCAD licenses and support services for the second quarter, with a contract period from September 16, 2025, to December 15, 2025. The department intends to utilize its discretionary purchasing authority under State Finance Law section 163(6), allowing for non-competitive purchases, especially from small businesses, certified minority and women-owned business enterprises (MWBE), service-disabled veteran-owned businesses (SDVOB), or vendors offering recycled or remanufactured commodities or technology. Bidders must submit comprehensive responses, including all SKUs listed in the manufacturer SKU list, by September 24, 2025, at 4:00 PM EDT, via email to the designated contacts. All communications, inquiries, and bid submissions are to be directed exclusively to the designated contacts, Robert Lewis and Kelly Stuto, to avoid disqualification due to impermissible contacts. The procurement emphasizes compliance with federal and state nondiscrimination laws, affirming opportunities for disadvantaged business enterprises and encouraging certified firms to participate as prime contractors. Bidders must be registered with the New York State Department of Labor to submit a bid or commence work on the project, with registration required by December 30, 2024. The contract involves all counties in New York State, with an estimated value between $50,000 and $150,000, and is open to responsible vendors, including those with prior similar contracts, such as PTC, Inc.
