The Department of Defense Education Activity (DoDEA) Education Division intends to procure Mathematics Curriculum Support for Grade 3-5 English Language Learners (EELs) using a Firm-Fixed Requirement Type contract on a sole source basis with Pearson Education, Inc., 1900 E Lake Avenue, Glenview, IL 60025-2055 under the authority of FAR 6.302. Mathematics Curriculum Support for Grade 3-5 Language Learners (EELs) is being procured because DoDEA in 2010 has adopted Pearson Education, Inc. curriculum materials for English Language Learners that cohesively support the current core mathematics curriculum throughout the DoDEA agency. The materials are associated with an existing contract (HE1254-10-D-0012): Mathematics Curriculum Buy: Grades 3-5). Pearson (publisher of en Visions Math and Language Central for Math) is the only curriculum publishing company that can reliably meet all of the Grade 3-5 Language Learners (EELs) requirements. Additionally, DoDEA already owns the inventory. This is not a request for competitive quotes. However, any party that believes it is capable of meeting DoDEA's requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. All submissions must be received by the response date and time of this notice. Responses received will be evaluated, however a determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under Simplified Acquisition and Commercial Item Procedures in accordance with FAR Subparts 13.5 and 12.6. The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is: http://www.sam.gov. All comments and questions regarding the notice shall be submitted in writing to Jacqueline.kennedy@hq.dodea.edu and received no later than 16 May 2014 at 3:00pm Eastern standard time.
