The Department of Commerce, specifically the National Oceanic and Atmospheric Administration's Center for Satellite Applications and Research, has entered into a contract for the renewal of the Space Science and Engineering Center McIDAS Users Group annual fee for software maintenance. This agreement covers the McIDAS-X DX and MX License software, which is critical for the acquisition, display, analysis, and management of geophysical data, including satellite and radar imagery and numerical forecasts. The software is essential for daily scientific data analysis across various programs within the organization to support the transfer of satellite observations into routine operations. The contract was awarded as a single source procurement under FAR 13.106-1(b)(1) because the software is proprietary and the cost of migrating to an alternative system is estimated at 2 million dollars. The period of performance for this maintenance agreement runs from July 1, 2019, through June 30, 2020. The procurement is managed by the Department of Commerce NOAA office located in Silver Spring, Maryland, under solicitation number NEED0000-19-00777 and NAICS code 511210.

PURPOSE: NESDIS/STAR requires renewal of Space Science and Engineering Center (SSEC) McIDAS Users' Group annual fee for software maintenance. SCOPE OR MISSION: The Center for Satellite Applications and Research (STAR) is the science arm of the NOAA Satellite and Information Service (NESDIS), which acquires and manages the nation's operational Earth-observing satellites. STAR's mission is to accelerate the transfer of satellite observations of land, atmosphere, ocean, and climate from scientific research and development into routine operations, enabling NOAA to offer state-of-the-art data, products, and services to decision-makers. BACKGROUND: STAR requires renewal of McIDAS software and maintenance support. McIDAS (Man computer Interactive Data Access System) is a software package that is used with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. Other functions include acquiring, displaying (static and time-lapse), analyzing, interpreting, and managing the data. Designed to handle large amounts of data in a convenient manner, the McIDAS packages are a vast resource of image-processing and applications programs and subroutines. Many scientific programs within STAR, and elsewhere in NOAA, currently use McIDAS on a daily bases for their scientific data analysis. It is a very capable and relatively economical system, and it would cost hundreds of thousands of dollars and man-hours to migrate to a different system, if one was even available which could do all that McIDAS can. TECHNICAL SPECIFICATIONS: Space Science and Engineering Center (SSEC) McIDAS Users' Group annual fee for software maintenance. McIDAS-X DX License PERIOD OF PERFORMANCE Period of Performance: July 1, 2019 through June 30, 2020. SPECIAL REQUIREMENTS: None POINTS OF CONTACT: Joseph Brust, Joe.Brust@noaa.gov, 301-683-3494 ?

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
