Program Description: The MDA Agency Information Management and Software Services (AIMSS) contract (formerly Missile Defense Data Center (MDDC)), as the authoritative data repository responsible for all protection, archival, and distribution of historical, current and future MDS test data, plays a critical role in achieving the Agency test program mission and objectives. The program current missions and functions align with agency policy to support data collection, distribution, and long-term storage of critical MDS data for future data mining across the MDA and other government agencies. The program achieves these tasks by developing customized software tools to support mass retention, availability, and expedited data distribution as well as providing critical test analysis, planning, and execution capabilities. In addition, the program manages and sustains infrastructure and provides administrative services necessary to rapidly respond to data collection and distribution requirements. The AIMSS Program currently resides in Von Braun Complex, located on Redstone Arsenal in Huntsville, AL. The program is inside two open storage areas encompassing a total of 2 accredited collateral open storage areas (~50,000 square feet). Within this space resides other MDA stakeholders utilizing current IT infrastructure and resources. The program also has a two-person staff that reside within the Missile Defense Integration and Operations Center (MDIOC), Colorado Springs, CO to handle customer needs across the analysis infrastructure. The program manages devices in support of both the data collection requirements and analysis efforts by tenants at both locations. The operations and maintenance for AIMSS infrastructure includes a Test and Development Zone A, supporting data archival and distribution, and a Test and Development Zone B environment, supporting software development and data analysis. Total data volume is roughly nine petabytes spanning across Unclassified, Controlled Unclassified Information (CUI), Secret, and Top Secret. This encompasses both virtual and physical environments consisting of approximately 1200 hosts, 40 servers, 30 appliances, and 90 network devices across all classification levels. In previously released Request for Information, each contractor was required to demonstrate that it has the capability, staff, and expertise required to assume all contractually required functions to perform the requirements outlined in this announcement. This may include in-progress customer tests (e.g., Flight, Ground, and Cyber), deployment support, analysis infrastructure support, and hardware, software and legacy system upgrade/modernization efforts. The contractor must have the ability to incorporate emerging requirements in the support provided, since existing systems/software may be retired with new and improved systems/software during the term of the contract. Approved for Public Release 23-MDA-11530 (23 Jun 23)

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
