The Missile Defense Agency (MDA) has officially canceled the planned release of the IT Operations and Engineering Solutions (MIOES) Request for Proposal (RFP) as of June 3, 2025, following a thorough reassessment of the procurement landscape and acquisition strategy. Initially, the procurement experienced a strategic pause to align with recent federal guidance aimed at consolidating procurement to reduce waste and optimize spending, but after further evaluation, cancellation was deemed the most appropriate course of action. Although the MDA recognizes the importance of this requirement and the significant effort invested by industry, no further updates will be provided on this specific MIOES RFP. The agency is currently evaluating which elements of the existing scope should be retained for future needs and will develop a revised acquisition strategy accordingly. Prior to cancellation, the acquisition process for MIOES was marked by multiple draft RFP releases and extensive industry engagement, including virtual briefings, one-on-one discussions, and monthly exchanges to gather industry input and feedback on various increments of solicitation documents. The original plan anticipated a final RFP release in the second quarter of FY 2025 with contract award expected in the fourth quarter of FY 2026. The acquisition was to be conducted under NAICS code 541715, focusing on research and development in physical, engineering, and life sciences related to guided missiles and space vehicles. The solicitation incorporated significant small business participation goals across multiple categories and included detailed guidance on organizational conflict of interest disclosures. The cancellation halts all active acquisition activities, and interested parties are advised to monitor official government sources for any future opportunities derived from this effort.

3 June Amended NOTICE TO INDUSTRY - CANCELLATION Subject: Cancellation of Missile Defense Agency (MDA) IT Operations and Engineering Solutions (MIOES) Request for Proposal (RFP) Date: June 3, 2025 This notice informs all interested parties that the MDA has canceled the planned release of the MIOES RFP. This decision follows a reassessment of the procurement landscape and acquisition strategy. While the previous notice indicated a strategic pause, after further consideration, the Agency has determined that cancellation is the most appropriate course of action at this time. The Agency understands the importance of this requirement and appreciates the interest and efforts invested by industry to date. THERE WILL BE NO FURTHER UPDATES REGARDING THIS SPECIFIC MIOES RFP. MDA is in the process of determining which elements of the existing scope will be necessary moving forward, as well as the revised acquisition strategy for those requirements. No decisions have been made to date, however, interested parties should continue to monitor SAM.gov and other Government points of entry for potential future opportunities that may arise from the MIOES scope. Thank you for your understanding and continued interest. 9 April Amended NOTICE TO INDUSTRY Subject: Strategic Pause of Missile Defense Agency (MDA) IT Operations and Engineering Solutions (MIOES) Request for Proposal (RFP) Date: April 9, 2025 This notice informs all interested parties that the MDA is placing the release of the MIOES RFP on hold until further notice. The Agency is currently reassessing the procurement landscape in light of the recent Executive Order, 'Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement' that may impact the acquisition strategy for this requirement. This reassessment is necessary to ensure alignment with the latest Federal guidance and to optimize the acquisition approach for the benefit of both the government and industry partners. The Agency understands the importance of this requirement and appreciates the interest and efforts invested by industry to date. We are committed to providing an update on the status of this procurement as soon as practicable. Further information and any revised acquisition schedule will be disseminated via SAM.gov. We encourage interested parties to periodically check SAM.gov for updates. The basic scope for IRES task orders 8003 and 8700 will be similar. However, the requirements will be split into multiple task orders and the objectives and outcomes will look different. It is also expected that all common core IT requirements currently under IRES task order 8003 will transition to DISA over the life of the MIOES contract. It is expected the common core requirements will be identified in a MIOES task order when the contract begins but will transition incrementally over a period of time. This is a DoD mandate. MDA is currently in the planning phases of the migration with DISA. Note: The above information is subject to change. 1 November 2023 Amended OCI Guidance Attached with this amendment 6 September 2023 Amended Monthly exchanges with industry On the first Wednesday of every month the MIOES acquisition team will meet with industry for roughly one hour to discuss updates on the acquisition. Some of these meetings will include technical SMEs to discuss some of the technical requirements of the program. In order to receive a link to attend these meetings, please email mdamioes@mda.mil 5 April 2023 Amended Updated the list of industry POCs Added IRES Attachment J-01, Enclosure 1, HLO Capabilities. Industry said the embedded file at the end of J-01 could not be opened. Please remember, the High Level Objectives (HLO) were specifically organized for IRES and may not be indicative of how MIOES will be organized. 3 January 2023 Amended Amended to update the list of industry POCs for additions 10 November 2022 Amended Amended to update the list of industry POCs for errors and omissions. The Government is posting a listing of the companies and POCs from our recent market research industry day. We hope this helps companies interact and develop working relationships as we engage in the acquisition strategy. Additionally, a common theme during our discussions with industry was to provide as much information early in the process. With that in mind, we are providing the conformed solicitation from the current IRES contract. This was previously available on SAM.gov under solicitation H95001-15-R-0001 in 2016 but the documents were controlled. This release will include the full conformed (amendment 8) solicitation with the exception of the bidders library and property list, both are severely outdated. If you are seeking additional documents from the original solicitation or any of the 7 amendments, please contact mdamioes@mda.mil. Obviously, the IRES solicitation was posted after MDA developed an acquisition strategy and the documents reflect that strategy. MDA has not determined an acquisition strategy for the MIOES effort and we are diligently reviewing all of the submitted capability statements. The scope of MIOES may be similar, but not identical to the IRES scope. Please do not infer the release of the IRES solicitation is indicative of the Government's intended acquisition strategy nor exact scope.
