Full Description

Description: The intent of this solicitation is to provide services, equipment, and labor necessary for maintaining or restoring animal populations that need meadow habitat on the Central Coast Ranger District - Oregon Dunes National Recreation Area. The primary focus of treatments is controlling unwanted vegetation in or adjacent to meadows. Unwanted vegetation includes but is not limited to non-native grasses, fern, blackberry, shrubs, and small trees. Portions of some meadows are steep and will require good traction to complete treatments. Treatment methods vary depending on type of vegetation to be removed and the ability to access sites with machinery. Treatment methods can include machine mowing, machine mulching, and hand work. Machine mowing is generally used where machinery has access and the unwanted vegetation can be treated with a mower (grass and small shrubs, blackberry, trees, etc.). Mulching is used where machinery has access and unwanted vegetation is too large for mowing. Hand work with chainsaws, weed-eaters, etc. is used where machinery cannot access areas that need treatment. The amount of effort needed to control unwanted vegetation varies by site. For this solicitation the Government expects 326 acres of tractor mowing, 27 acres of mowing with tracks required on equipment, and 28 acres of hand work. Solicitation will be available for download from FedBizOpps website at http://www.fbo.gov on or about April 11, 2012. Estimated start work date is May 21, 2012. Note: prospective awardee shall be registered in the Central Contractor Registration (CCR) data base prior to award. Information on registration may be obtained via the internet at: http://www.ccr.gov or by calling +1 (555) 000-0000. All contractors and vendors must complete the electronic version of the Representations and Certifications (Section K in Solicitations) in the ORCA system. The ORCA site is http://www.bpn.gov - click on the Online Reps and Certs Application. An Oregon Farm/Forest Contractor's License and a Migrant and Season Agricultural Workers Protection Act Registration Number are required for this project, due to the hand work required.

Heavy Excavation ServicesThe contract titled Heavy Excavation Services is a small business set-aside under the SBA program, specifically designated as a Total Small Business Set-Aside, meaning only small businesses are eligible to bid. The work involves operating heavy excavators of ten tons or more to perform sand excavation, grading, and shaping of OHV routes on unstable dune terrain, with additional requirements for clearing vegetation and removing obstructions. This work requires specialized expertise in handling challenging land conditions where terrain instability and environmental sensitivity are key considerations. The North American Industry Classification System code 238910 applies, aligning the contract with other specialty trade contractors focused on site preparation and earthmoving services. The performance location is centered in Corvallis, Oregon, with a ZIP code of 97331, and the overseeing agency is the Siuslaw National Forest under the U.S. Department of Agriculture. The contract was posted on April 29, 2026, and is structured as a subcontract, indicating it is part of a larger project or prime contract arrangement. While specific contractual terms, duration, and monetary value are not provided, the focus on dune-specific earthmoving suggests an emphasis on environmental stewardship and engineering precision due to the fragile nature of the terrain. Bidders must demonstrate capability in operating heavy machinery safely and effectively in ecologically vulnerable areas while adhering to federal land management standards.
