The contract involves mechanical dredging within the Mississippi River navigation channel from river miles 613 to 301, under the jurisdiction of the USACE Rock Island District. Multiple requests for quotes may be issued for individual dredging projects ranging in size from 5,000 to 65,000 cubic yards. The dredging work focuses on removing shoaling to maintain navigation depths of 11 feet below flat pool and will be conducted within the active river channel, with operations subject to interruptions by commercial traffic. Excavated material will be transported to designated placement sites, which may be shoreline, in-water (thalweg), or upland, with transport distances typically between 1 and 4 miles but possibly extending up to 15 miles. The material must be contained within placement boundaries, and the dredging process will require river access and mechanical excavation equipment. This project is set aside for small businesses under NAICS code 237990 with a size standard of $27.5 million, requiring at least 40 percent of the dredging volume be performed with the firm's own or another small concern’s equipment. Estimated contract values may range from $25,000 to $250,000, with completion dates to be determined. The contract is anticipated to be posted as RFQs around early July 2019. Coordination will be handled by a USACE contract specialist, and all operations must accommodate river traffic and water level fluctuations, reflecting the challenges of working within an active and dynamic river environment.
