There is a continued need for the use of the Master Drug Database (MDDB), AHFS Supplement, and RxNorm Reference Data. There is a need for this data information to be delivered to CMS on a daily basis with a weekly master file. The Government intends to award a contract with a base and four (4) option years. The period of performance for the base period will be 09/30/2016 - 09/29/2017. The subscriptions will be procured on a sole-source basis from Wolters-Kluwer Health, Inc. CMS used the Wolters-Kluwer drug information database for claims validation and other legislative functions such as quality monitoring, program integrity and oversight within the scope of the Medicare Part D Drug Benefit Program. This acquisition will be conducted under other than full and open competition in accordance with the authority of 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulation (FAR) 6.302. This is not a Request for Proposal (RFP). The resultant contract will contain the FAR clause 52.217-9. The Government will not pay for information submitted in response to this notice. Organizations who believe they have the capability to meet the requirements described herein are encouraged to submit a capability statement no later than August 12, 2016. The capability statement should be limited to two (2) single-spaced pages and shall be submitted to Corey Lloyd at corey.lloyd@cms.hhs.gov. If receipt is not acknowledged within one business day you are encouraged to follow up to ensure receipt. If, upon review of any submissions, the Government deems Wolters-Kluwer to be the only capable source, CMS will proceed with negotiations to issue a contract to Wolters-Kluwer without further notice.
