Medical and Infectious Waste Pickup and Disposal Services

Events DC is seeking a qualified contractor to provide Medical and Infectious Waste Pickup and Disposal Services on an as-needed basis at facilities within the District of Columbia under Solicitation Number 25-S-048. The contract is structured as a Firm-Fixed Price agreement with a base term ending September 30, 2026, and up to four one-year option periods, contingent upon funding availability and written notice from Events DC. The contractor must submit a firm, all-inclusive price for all services, including monthly pick-ups, on-call pickups within 4 or 24 hours, transportation, and any other incidental services, with evaluation based solely on the lowest aggregate overall price over the life of the contract, following a Lowest Price Technically Acceptable approach. Technical acceptability is determined by conformance with the solicitation’s requirements, but no separate technical scoring is performed. Preference points up to a maximum of 12 may be awarded to certified local and disadvantaged business enterprises under District of Columbia law, including Small Business Enterprise, Resident-Owned Business, Longtime Resident Business, Equity Impact Enterprise, Local Business Enterprise, Enterprise Zone Business, Disadvantaged Business Enterprise, Veteran-Owned Business, and Local Manufacturing Business Enterprise, to be applied as secondary modifiers when competing bids are closely priced. Services must be performed exclusively within the District of Columbia, with inspection and acceptance occurring at the destination upon delivery, and the contractor is required to provide a one-year warranty covering conformance and workmanship. The contractor must comply with all applicable federal and District laws including the ADA, FLSA, Service Contract Act, D.C. Human Rights Act, and D.C. Living Wage Act, and must adhere to strict site access protocols requiring identification badges for all personnel. For contracts exceeding $250,000, at least 35% of the work must be subcontracted to certified local or disadvantaged businesses, and for awards over $300,000, the contractor must hire at least 51% District of Columbia residents under the First Source Employment Act. Transition support of up to 90 days is required after contract expiration to ensure uninterrupted service, and the contractor must submit a transition plan for approval.
