Medical Gas Maintenance Service and Inspection

The Department of Veterans Affairs through its 255-NETWORK Contract Office 15 in Leavenworth, Kansas, is seeking information for a future Firm Fixed Price, Indefinite-Delivery/Indefinite-Quantity contract to provide Medical Gas Maintenance, Service, and Inspection at the John J. Pershing VA Medical Center in Poplar Bluff, Missouri. This requirement is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541990, which carries a size standard of $19.5 million. The contract will cover a base period of one year with four one-year option periods, and the scope includes comprehensive preventative maintenance, inspection, and servicing of critical medical gas systems such as the Beacon Medea Medical Air System, Powerex Medical Air Pump/Dryer, Atlas Copco Instrument Air System, and two Flowserve Medical Vacuum Pumps. All work must comply with the 2024 edition of NFPA 99 Health Care Facilities Code and NFPA 70 National Electrical Code, as well as manufacturer specifications. Contractors must demonstrate at least five years of experience servicing medical air systems, certify that their technicians are factory-trained and certified on the specific equipment, and hold appropriate licensure and familiarity with applicable standards. Respondents are required to submit a completed Self Performance Worksheet to demonstrate compliance with the 51% limitations on subcontracting rule, provide their Unique Entity Identifier, and disclose all proposed subcontractors along with their SBA socioeconomic certifications. Quality control plans must be implemented to identify, prevent, and correct deficiencies, and all maintenance and repair activities must be thoroughly documented. Quarterly maintenance reports and a full annual performance report verifying NFPA compliance are mandatory deliverables. Invoices will be submitted monthly in arrears via the Tungsten/OB10 network and must include detailed descriptions of services rendered and parts used, with payment contingent upon verification and acceptance by the Contracting Officer’s Representative. The government will not provide any property to the contractor, and all personnel must pass background checks and adhere to VA data security and patient privacy regulations.
