This solicitation has been amended to make changes to the PWS dated 4 Jue 2026; the due dates for quotes have also been extended.



1. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 



2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number PANDA-26-P-0000 040146 



3. This request for quote is for the purchase of items in accordance with the attached Performance Work Statement (PWS). The resulting contract will incorporate all applicable provisions and clauses in effect through Federal Acquisition Circular 2024-03. The Service Contract Labor Standards and Fair Labor Standards Act apply to this requirement. 



4. The Department of Labor Wage Determination Number 2015-5443, Revision No.: 28, dated 5/13/26, is attached to this RFQ.  



5. This procurement is being solicited as full and open competition. The North American Industry Classification System (NAICS) code is 812320, Drycleaning and Laundry Services (except Coin Operated), with a small business size standard of $8.0M. The Product/Service Code (PSC) is S209 Housekeeping – Laundry/Drycleaning Services. 



6.Please use the pricing form attached to this solicitation to provide pricing.   



7. Period of Performance: One (1) one-year base period (1 July 2026– 30 June 2027) and four (4) one –year option periods (1 July 2027 through 30 June 2031) 



8. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023), applies to this acquisition. Specific instructions are included as follows: 


a. Offerors’ quotation shall conform to this solicitation therein. Any offeror not conforming to the required specifications shall be deemed unacceptable and therefore ineligible for award. 


b. Questions pertaining to this requirement shall be submitted no later than 12:00 PM MT, 2 June 2026 to the individual(s) referenced in section e. below. 


c. The Government reserves the right to cancel this RFQ at any time. 


d. Please email your quote to the Contracting Officer Lance Holmes at lance.a.holmes.civ@health.mil  and Contracting Specialist Destiny Jeffries at destiny.e.jeffries.ctr@health.mil no later than 12:00 PM MT on Monday, 8  June 2026. 


e. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.  



9. The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. Specific evaluation criteria is included as follows: Offeror Representations and Certifications—Commercial Products and Commercial Services (Dec 2022) 



a. The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest price, technically acceptable quotation. 



b. Technically acceptable means that the Contractor provides a quotation that meets or exceeds the requirements within the Performance Work Statement 



10. To be considered for award, the contractor shall submit a quotation which, at minimum, includes the following:  



a. A technical quotation containing a detailed technical approach which clearly demonstrates that all requirements of the attached Performance Work Statement have been met. The contractor may include any other information that is deemed necessary. 


b. A filled out Attachment 3, Pricing Form for all of the requirements of the attached documents and a commercial price list or validation of most favored customer pricing. The Government will evaluate for price reasonableness. 



11.
