MEDICARE (Part D Subsidy) NOTICES

The U.S. Government Publishing Office, on behalf of the Social Security Administration, is soliciting bids for a requirements contract to produce Medicare Part D Subsidy Notices. The scope of work involves the production of 10 different mailers across four workloads, including personalized scannable forms, worksheets, and letters in both English and Spanish, along with Business Reply Mail and mail-out envelopes. The contractor is responsible for the entire production lifecycle, including data processing, composition, printing, imaging, binding, gathering, inserting, packing, and distribution. All production must take place within the continental United States, and the contractor must maintain a backup facility capable of resuming operations within 24 hours if the primary site becomes unavailable. The contract term runs from March 1, 2027, to February 29, 2028, with four optional 12-month extensions. An initial implementation phase from March 1 to August 31, 2027, is dedicated to testing and interfacing with the National File Transfer Management System, with live production commencing on September 1, 2027. Award will be based on the lowest bid. Strict quality and security standards apply, including ANSI/ASQC Z1.4 quality assurance, NIST 800-171 Rev. 3 compliance for controlled unclassified information, and FedRAMP authorization for any cloud service providers. Technical requirements include specific barcode standards such as PDF417 2D and Intelligent Mail barcodes, as well as compatibility with Top Image Systems scanning software.
