A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Bureau of Medicine and Surgery has a requirement for a media monitoring tools subscription that provides access to the Meltwater News Media Intelligence Platform & Explore, Global Online Digital Media Tool, Mobile App, and 10 Fully Customizable Dashboards. Meltwater has been identified as the only software capable of providing all necessary items within one resource. Any quote submitted must be from an authorized reseller.
The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 (Ordering procedures for supplies and services not requiring a statement of work) or 8.405-2 (Ordering procedures for services requiring a statement of work) and 8.405-3 (Blanket Purchase Agreements (BPAs)) is 41 U.S.C. 251, as implemented by FAR 8.405-6.
