The United States Navy is soliciting Phase I STTR proposals under solicitation DON27TZ02-NV008 to develop a low-cost, low-energy, and high-throughput nonmetallic membrane process for purifying and storing carbon dioxide from acidic seawater solutions. The goal is to create a system that operates at temperatures not exceeding 50°C to avoid the dilution of CO2 with air and water vapor, which currently causes catalyst degradation and volumetric penalties. This capability is intended to support the localized synthesis of tactical fuels, materials, and pharmaceuticals at the tactical edge, enhancing multi-domain operational sustainment. The project will evolve from a Phase I research effort into a Phase II prototype capable of compressing gas to at least 300psi, and eventually a Phase III design scaled to 250,000 gallons per day, including a cost-benefit analysis against cryogenic distillation and pressure swing adsorption. This total small business set-aside opportunity provides a maximum Phase I award of $315,000, consisting of a $200,000 base period and a $115,000 option, each lasting six months. Proposals must be submitted via the Defense SBIR/STTR Innovation Portal by January 6, 2027. Evaluation is based on technical merit, innovation, investigator qualifications, and commercial potential. Awardees must comply with CMMC cybersecurity standards, NIST SP 800-171 for protecting controlled unclassified information, and Buy American requirements. Technical proposals are limited to 10 pages and must be submitted as a single PDF. All proposing entities must be registered in the System for Award Management and the SBA Company Registry.

Full Description

This STTR topic seeks to develop a low-cost, low-energy, low-temperature (not to exceed 50°C), high-throughput nonmetallic membrane process to purify and store carbon dioxide (CO2) (from acidic seawater solutions). Carbon resources harvested from seawater represent a critical renewable feedstock for the localized synthesis of tactical fuels, materials, nutrients, and pharmaceuticals. Developing the capability to generate these resources in-theater or at the tactical edge enhances multi-domain operational sustainment. Current technologies used to recover the dissolved CO2 produced from electrochemically processed seawater often result in dilution of the CO2 with air and water vapor that can lead to detrimental sintering and oxidation of catalysts used in thermochemical and biological synthetic approaches. In addition, there are volumetric and compression penalties associated with the dilution of the targeted gas. The proposed membrane process will reduce the complexity, size, and costs associated with supplying pure carbon dioxide resources from alkaline water sources. The integrated membrane, purification, and compression process will provide equipment, process, design criteria, energy and material balance; and establish operational performance parameters.

Strategic Environmental Research and Development Program Core Broad Agency Announcement
Solicitation # W912HQ27S0001
The Department of War’s Strategic Environmental Research and Development Program (SERDP) has issued a Broad Agency Announcement to fund research in Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. This initiative seeks innovative technologies and methods to improve performance, manage risks, and reduce costs for the Department of War. Both small and large businesses are encouraged to respond, with an anticipated total funding pool of approximately $10 million for multiple awards. The solicitation is governed by NAICS code 541715, and any large business or non-profit proposal exceeding $900,000 must include a Small Business Subcontracting Plan. The selection process is a multi-stage review consisting of a pre-proposal, a full proposal, and an oral presentation to the Technical Review Board. Pre-proposals must be submitted as a single PDF via the SERDP website by 2:00 p.m. Eastern Time on January 7, 2027. Evaluation is based on a threshold review of SERDP relevance, followed by a weighted assessment of technical merit, personnel, and cost. Full proposals will additionally be evaluated on a transition plan. All contracts will include mandatory cybersecurity requirements per DFARS 252.204-7012, and proposals containing restricted information such as ITAR or EAR data are not accepted.

Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE)
Solicitation # N0017326RGF02
The Naval Research Laboratory is soliciting proposals for a Cost-Plus-Fixed-Fee Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Research, Development, Test and Evaluation (RDT&E) support for the Center for Corrosion Science and Engineering (CCSE). This small business set-aside effort has a maximum ceiling of 85 million dollars over a 60-month ordering period, with a performance period running from February 28, 2027, to February 27, 2032. The scope of work focuses on four primary areas: corrosion science and engineering, material science and environmental compatibility, marine coatings science and technology, and technology transfer, field demonstrations, and engineering support. The contract includes an initial Task Order 1 focused on warfighting platform readiness, requiring a total of 30,720 annual hours across 17 labor categories. The government will award the contract based on best value using a tradeoff process, prioritizing technical understanding and approach, followed by past performance, and then cost. Staffing and key personnel qualifications, including an IT Specialist IV and Program Manager IV, are evaluated as an acceptability factor. Due to the nature of the work, personnel must possess Secret security clearances, and the contractor must maintain a Top Secret facility security clearance. Performance is primarily based at the Naval Research Laboratory in Washington, DC, and requires strict adherence to OSHA safety regulations, NISPOM for classified shipments, and specific cybersecurity protocols to maintain network accreditations. Proposals must be submitted in five volumes, including a native Excel cost workbook, by the extended deadline of November 17, 2026.
