Men’ Marine Corps All-Weather Coat (PGC 02850)


The Defense Logistics Agency (DLA) Troop Support is conducting market research to identify firms capable of manufacturing the Men’s Marine Corps All-Weather Coat, NSN 8405-01-504-8638(s) (PGC 02850).


The information obtained from this Sources Sought Notice will be used to determine the availability of qualified sources and assist the Government in determining the appropriate acquisition strategy. The applicable North American Industry Classification System (NAICS) code for this requirement is 315250.


This is a Sources Sought Notice for market research purposes only. This is not a solicitation, request for proposal (RFP), or request for quotation (RFQ). The Government is not requesting proposals or quotations at this time and will not reimburse respondents for any costs incurred in preparing or submitting a response.


Capability Statement


Interested firms that believe they are capable of manufacturing this item are invited to submit a capability statement that includes, at a minimum, the following information:


1.  Company name, address, website, point of contact, telephone number, email address, business size, and ownership status.


2.  A description of your firm’s experience manufacturing military clothing or similar complex outerwear garments.


3.  A description of your firm’s manufacturing capabilities, production capacity, quality management system, and available facilities.


4.  Documentation supporting your firm’s capability to manufacture this item in accordance with the applicable military specification and production requirements.


5.  A description of any planned subcontracting or teaming arrangements, including the management structure for those arrangements.


The Government will use responses to assess industry capability and determine whether this requirement should be set aside for small business concerns or procured using full and open competition.


The Government will not provide evaluations, comments, or feedback regarding submitted capability statements. Telephone inquiries will not be accepted.

Berry Amendment


The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of certain foreign products and services.  Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
