The Defense Threat Reduction Agency (DTRA) has issued a Broad Agency Announcement (BAA) under solicitation number HDTRA124S0001 to solicit eligible mentor and protégé firms for participation in the Department of Defense Mentor-Protégé Program (MPP). This program is designed to enhance the capabilities of small business protégés—including HUBZone, women-owned, and service-disabled veteran-owned businesses—to support DTRA's mission of countering weapons of mass destruction and emerging threats. The initiative aims to foster long-term business relationships and expand the defense industrial base by providing incentives through reimbursable, credit, or hybrid mentor-protégé agreements funded by the Department of Defense. This is a two-step open competitive selection process governed by FAR 6.102(d)(2) and DFARS 219.71. The current phase is limited to Step One, which requires the submission of white papers that align with DTRA’s science and technology focus areas and include a Command Endorsement Letter from DTRA leadership. Interested parties should not submit formal technical or cost proposals at this time, as these are only requested by the DTRA Contracting Office after a white paper has been successfully evaluated and selected. The announcement will remain posted for twelve months, allowing for continuous white paper submissions through September 30, 2026, with evaluations occurring throughout this period subject to the availability of program funds.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.

Although no specific award amount or contractor name is provided, the focus on platform compatibility, reliability, and integration within secure environments underscores the mission-critical nature of the hardware deployment. This effort ensures continuity and enhanced capability for DTRA’s network operations under the ongoing SecureNet modernization initiative.
