This contract involves providing mess attendant support services at the Berg-Liles Dining Facility located at Tyndall Air Force Base, Florida, under the full operational and management control of the 325th Fighter Wing Force Support Squadron (FSS). While the contractor is responsible for performing various tasks such as serving and replenishing food, cleaning facilities and equipment, preparing raw produce, managing specialty food bars, making sandwiches, handling pastry items, and cashier duties, all operational control—including budgeting, scheduling, accounting, and storeroom management—remains with the 325th FSS. The contractor must adhere to the requirements set forth in the Performance Work Statement (PWS), including compliance with the Tri-Service Food Code and relevant federal laws and regulations. In contingency situations, the contractor may be called upon to provide cooks temporarily to maintain uninterrupted service. Since the initial solicitation, there have been multiple amendments addressing updates to the PWS, clarifications of workload estimates including average daily meal counts, updates to pricing matrices with government-determined not-to-exceed (NTE) amounts, and removal of certain responsibilities from the government’s scope. Additional amendments have incorporated vendor Q&A periods and extended proposal due dates to accommodate these changes. However, a timely protest filed with the Government Accountability Office (GAO) has resulted in an indefinite stay of the solicitation pending adjudication, with further instructions and deadlines to be provided after resolution. The solicitation is specifically set aside for 8(a) competitors under NAICS code 722310 and is managed by the Department of Defense office at Tyndall AFB, with James Vaughan and Cleville Yarbrough as primary points of contact.
