The U.S. Army Contracting Command – Rock Island is seeking quotations for 105 units of Ton Container Metal Pipe under a Firm Fixed Price Purchase Order, issued as a combined synopsis/solicitation under FAR Subpart 12.6 for commercial products. This procurement is designated as a 100% Small Business Set-Aside pursuant to FAR 19.502-2 and FAR 52.219-6, requiring all offerors to be registered as small businesses under NAICS code 423510 and to maintain active Representations and Certifications in SAM.gov with this code. The requirement is for steel pipe meeting ASTM A106, A53, or A500 specifications, with a 20-inch diameter, Schedule 20 wall thickness, 19-inch length, and a 45-degree bevel with 1/16- to 1/8-inch flat ends. All items must be newly manufactured, free of scale, pitting, and rust, and originate from a single manufacturer. Each piece must be clearly marked with the contract number, item description, heat/lot number, and quantity, and accompanied by a Certified Material Test Report (CMTR) upon shipment. The entire quantity must be delivered in a single shipment to Tooele Army Depot, Building 503, Acacia Road, Tooele, UT, no later than October 31, 2026, with early delivery encouraged and expedited delivery requested. Partial deliveries are prohibited, and MILSTRIP must not be used. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) basis, where technical acceptability is a mandatory pass/fail gate based on compliance with all specifications, delivery schedule, and required documentation; only technically acceptable offers will proceed to price comparison based on the Total Evaluated Price from Attachment 0003, the Pricing Matrix.
