This solicitation, issued under FAR Subpart 12.2 and designated as a combined synopsis/solicitation, seeks firm-fixed-price quotations for a five-day, in-person Metrology Training Course for 20 Quality Assurance Personnel at the SUSPHIP GROTON facility in Groton, Connecticut, scheduled for June 8–12, 2026. The effort is a 100% small business set-aside under NAICS Code 611519 with a size standard of $21 million in annual receipts, and only small businesses may respond. Offerors must submit itemized pricing for course instruction, materials, instructor travel, and any optional services, with all pricing locked regardless of attendance up to 20 participants. The technical proposal, limited to 20 pages excluding résumés and submitted in PDF format, must demonstrate an instructor with at least five years of metrology teaching experience and proven background in engineering, defense, or government QA environments, along with a complete syllabus, agenda, and sample training materials. Proposals will be evaluated first for technical acceptability—assessed as pass/fail on criteria including instructional quality and relevance—and then by price, with technical merit carrying greater weight than cost. Awards will be made without discussions unless determined necessary by the Contracting Officer. All submissions must be emailed to two designated Navy email addresses by 8:00 AM EST on May 15, 2026, with the solicitation number in the subject line, and offerors must maintain active SAM registration to be eligible for award. Instructors must provide credentialing information by May 22, 2026, to gain base access, a process requiring U.S. citizenship and compliance with strict facility security protocols, including prohibitions on unauthorized electronic devices and mandatory electronic submission of training materials for security review prior to delivery. Contractual obligations include compliance with MIL-STD-129 for any physical deliveries, adherence to DFARS cybersecurity and supply chain requirements, and full disclosure of organizational conflicts of interest, with all materials developed under this contract becoming Government property. Payment will be processed electronically through WAWF using DoD Financial codes, and the Government retains full authority to inspect, accept, or reject performance at the destination.

EVALUATION FACTORS FOR AWARD:
