Y--MI-JORDAN RIVER NFH- CEILING AND INSULATION REPLACEMENT in accordance with the attached Statement of Work

This contract, awarded under solicitation number 140FC226Q0016, is a firm fixed-price agreement for the replacement of attic insulation and ceilings at the Jordan River National Fish Hatchery located in Elmira, Michigan. The scope includes complete removal and installation of blown-in insulation, acoustical ceiling tiles and suspension grids, gypsum board ceilings, lighting systems, and other incidental construction activities, all in strict accordance with the attached Statement of Work and associated drawings and specifications. The work must adhere to specified standards including ASTM E 1264 Type III for acoustical tiles with a minimum NRC of 0.65, LR of 0.75, and CAC of 36, along with compliance to NFPA 70, OSHA regulations, and the Americans with Disabilities Act. All materials must be asbestos-free and installed within a fully enclosed, conditioned environment to protect against moisture and temperature extremes. The contract period is strictly defined as 90 calendar days from the Notice to Proceed, with an anticipated performance window from June 17, 2026, to September 15, 2026. Work is limited to daylight hours, with no activity permitted on weekends or federal holidays without prior approval, and all operations must halt immediately upon detection of protected species under the Endangered Species Act of 1973. The solicitation is a total small business set-aside, requiring offerors to demonstrate validity of size status through SAM.gov and provide three examples of similar construction projects completed within the past five years, including detailed project descriptions and customer contacts. Technical capability and past performance are evaluated equally with price using a best-value trade-off methodology, not LPTA, with proposals rated Acceptable or Unacceptable on technical factors and assessed using adjectival ratings of Outstanding, Good, Satisfactory, Marginal, Unsatisfactory, or Not Applicable for past performance. Unreasonably low pricing will trigger a finding of high technical risk. Contractors must hold valid state licenses, submit certified payrolls and signed invoices exclusively through the Invoice Processing Platform (IPP), and comply with stringent environmental and preservation requirements, including adherence to Public Law 93-291 for archaeological and scientific data discovery. All substitutions of key personnel, materials, or methods require prior written approval from the Contracting Officer, and any discovered historical or cultural artifacts must be reported immediately.
