The procurement is full and open competition with no set-aside, targeting the delivery of these items to U.S. Border Patrol agents at El Centro Station in Imperial, California, to enhance operational readiness in high-temperature, remote environments where current gear inadequately supports hydration and modular storage needs. All items must be new, unused, TAA-compliant, and compatible with existing tactical equipment, with delivery required within 120 days of contract award. The contract type is firm-fixed-price, and awards will be made on a best-value basis, evaluating both technical approach and price without disclosed weighting. Offerors must provide complete quotations covering both items simultaneously, with no partial submissions accepted, and must comply with mandatory representations including UEI and CAGE code registration, size status certification, and SAM.gov compliance. The delivery location is 221 West Aten Road, Imperial, CA 92251, with risk of loss determined by applicable FOB terms. Payment must be processed electronically through the Treasury’s Invoice Processing Platform (IPP), with WAWF not authorized. Product documentation, including manuals and warranty information in both paper and electronic formats, must accompany delivery, and items must carry a minimum one-year warranty. Inspection is conducted by the government, which retains authority to accept or reject goods based on conformity to specifications, merchantability, and fitness for purpose. Contractors are subject to clauses addressing security requirements, personal identity verification, equal employment practices, and prompt payment to small business subcontractors. All proposals must be submitted electronically by the deadline of May 19, 2026, at 11:00 p.m. Eastern Time, with no late submissions permitted. Primary point of contact is Jesus Solis, with Trevor Ambrosini and Steven Wyatt serving as operational POCs for delivery and logistics, and Juanita Sanchez designated as the IPP invoice approver. No specific packaging, preservation, or labeling standards beyond brand, model, OEM, and CAGE code identification are prescribed, though contractor responsibility for product integrity during transit is implied.
