Full Description

This is a notice of intent to sole source a procurement under FAR Part 12 Acquisition of Commercial Items and FAR 6.302-1 Other Than Full and Open Competition – one responsible source. The applicable NAICS Code is 541511. The USMC Regional Contracting Office – National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Microsoft Corporation of One Microsoft Way, Redmond, WA 98052-8300. The acquisition is a follow-on effort for Marine Corps Intelligence, Surveillance and Reconnaissance Enterprise (MCISR-E) Portal Project Phase 3 in support of the Marine Corps Intelligence Activity, Quantico Marine Corps Base, VA. The previous effort was Phase 2. The effort uses proprietary Microsoft operating system and source code. As a result, only Microsoft is capable of providing real time, on call incident and engineering support based on full understanding and access to the source code. This notice of intent is not a request for competitive quotes; however a firm that believes it can meet the requirement shall provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Responses shall be emailed to Mr. John Martin, Contract Specialist, at contact@example.gov. Closing date for responses is no later than 2:00 pm Eastern Time, 29 September 2012. Late responses will not be considered.
