Funded by the American Recovery and Reinvestment Act of 2009 in the amount of 688,701.87 dollars, the project focuses on documenting as-is business processes, gathering high level requirements, and implementing process improvements to support the MIDAS initiative. This effort aims to replace distributed information technology structures with a centralized system to modernize program delivery, improve customer service, and ensure federal compliance. The contract was awarded non-competitively under the Small Business Administration 8(a) Program as a time-and-materials agreement to account for performance factors outside the contractor's control. To mitigate risk and monitor performance, the project utilizes an ANSI Standard 748 certified Earned Value Management System for reporting cost and schedule progress. Ultimately, this modernization effort is designed to provide USDA customers with more secure, accurate, and efficient program payments while aligning with broader strategic initiatives.
