The United States Department of Agriculture's Farm Service Agency awarded a contract to TORRES Advanced Enterprise Solutions, LLC on April 1, 2009, for project management services related to the MIDAS program. This contract action is a modification that adds $1,018,066 in Recovery Act funds authorized under the American Recovery and Reinvestment Act of 2009 to support the execution of MIDAS. The funds are specifically allotted to contract line item number 0004, with an obligation date projected for May 27, 2009. The MIDAS initiative aims to modernize FSA's farm program delivery by transitioning from a fragmented, distributed IT system to a centralized, streamlined architecture that improves customer service, ensures federal compliance, and aligns with USDA strategic plans. The scope of work includes planning, managing, controlling, and governing the MIDAS program, supporting acquisition and capital planning processes, developing earned value management systems, and providing progress and performance reports. This effort will establish the MIDAS Project Management Office (PMO) and governance framework to oversee the initiative within defined scope, quality, time, and budget constraints using an ANSI Standard 748 certified Earned Value Management System to mitigate risks. The award was made through a non-competitive process under the 8(a) program, reflecting that a time-and-materials/labor-hour contract was the only appropriate type due to the variable nature of the work and external risks beyond the contractor’s control, making a fixed-price contract unsuitable. The contract covers services performed in Kansas City, MO, and involves contract specialists who manage the agreement and provide points of contact for coordination. Overall, this contract supports critical project management functions essential for the successful modernization of FSA’s IT systems, contributing to faster, more secure, and accurate delivery of farm program payments.

To reduce risks associated with this effort, an ANSI Standard 748 certified Earned Value Management System will be used to report schedule and cost performance and track, monitor and correct any performance issues. This project will establish the MIDAS PMO and allow the governance process to commence. The MIDAS effort allows FSA to begin developing a customer-centric modernization initiative that will ultimately provide USDA customers with faster, more secure, and more accurate program payments. The award was made non-competitively as authorized by FAR 6-302-5(b)(4) under the 8(a) Program pursuant to 15 U.S.C. 637. A time-and-materials/labor-hour contract was determined to be the only type of contract suitable for this effort.
