Military Sealift Command ITGMS MSC N6

The Military Sealift Command (MSC) N6 is conducting a Sources Sought Announcement to identify viable small business vendors capable of providing Information Technology Governance and Mission Support (ITGMS) services. This effort aims to assess the technical capabilities and availability of small businesses, including Small Disadvantaged Businesses, Certified 8(a) concerns, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Woman Owned Small Businesses, to support the governance, planning, production, and sustainment of IT systems across both ashore and afloat MSC operations. The scope encompasses IT portfolio management, data and knowledge management, financial management and execution, and organizational governance, all aligned with ensuring IT investments efficiently support the MSC mission while adhering to applicable federal, DoD, and MSC policies. The anticipated contract will have a one-year base period with four one-year optional periods and a potential six-month extension under FAR 52.217-8, with a projected award date of June 1, 2027. Performance will be primarily at Norfolk, Virginia, and Scott Air Force Base, Illinois, with limited onsite desk space provided at the latter location. Respondents must demonstrate compliance with a comprehensive set of requirements including the implementation of a quality management system aligned with ISO 9001:2015, adherence to DFARS clauses related to cybersecurity, safeguarding covered defense information, cyber incident reporting, and contractor property management. Key deliverables include detailed program management plans, integrated master schedules, lifecycle cost estimates, fielding plans, and multiple CDRLs such as the C4/IT Portfolio Management process, QMS procedures, and certifications for Combatting Trafficking in Persons and Whistleblower Rights, all due within specified timeframes following contract award. Contractors are required to uphold strict information security protocols, including compliance with NISPOM, CUI handling standards, DoD 8570.01-M, and the Privacy Act, and must ensure all personnel are onboarded prior to the start of performance. Responses must include company identification, CAGE code, socio-economic status documentation, and listing of applicable government contract vehicles such as ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, and various GSA schedules.
